The Challenge

In August 2023, the Lahaina wildfire became the deadliest American wildfire in over a century, killing more than 100 people and devastating the historic town of Lahaina. Among the operational impacts was the loss of the County's mail platform expert - a key person whose departure left Maui without the internal expertise to manage, maintain, or migrate their existing email infrastructure. This was not a planned technology transition. It was an unplanned crisis created by a disaster that had already stretched county resources to their limits.

The County had begun evaluating alternatives to their Fortinet environment, with FireEye emerging as a potential replacement. This created a second parallel challenge: AirGap Labs needed to execute an emergency migration under severe time pressure while simultaneously demonstrating Fortinet's capabilities convincingly enough to retain Maui on the platform entirely.

Public agency procurement requirements do not pause for emergencies. Any engagement needed to be structured within a compliant purchasing framework - without the months that a competitive bid process would normally require.

The AirGap Labs Response

NASPO - compliant procurement at emergency speed. AirGap Labs structured the engagement under the NASPO ValuePoint cooperative purchasing contract, allowing the County to acquire FortiMail and the associated professional services without going to competitive bid. Without a compliant procurement path, nothing else could move. NASPO gave Maui the legal framework to act immediately while remaining fully compliant with Hawaii public purchasing requirements.

48-hour end-to-end delivery. AirGap Labs' in-house developers executed the full engagement - discovery, design, implementation, GCP integration, and testing - in a 48-hour turnaround. This was a complete FortiMail implementation integrated with Maui's existing Google Cloud Platform environment, designed to handle the full scope of county government email requirements. The 48-hour timeline was not the original plan; it was the only acceptable timeline given the County's situation.

GCP environment integration - in-house, no third parties. The County's infrastructure ran on Google Cloud Platform, requiring direct FortiMail integration with GCP. AirGap Labs' in-house development team handled this integration natively, without requiring a separate GCP specialist or adding a third-party integrator to an already time-compressed engagement. Multi-cloud integration depth within a Fortinet-focused services firm was a meaningful differentiator when time did not permit bringing in additional vendors.

Platform retention through delivery quality. Throughout the engagement, AirGap Labs made the case for staying with Fortinet rather than migrating to FireEye - not through a sales conversation, but through a demonstration. The speed of deployment, the quality of the FortiMail platform, and the depth of AirGap Labs' expertise demonstrated in real time what the Fortinet ecosystem could deliver. The County remained on Fortinet.

Solutions Deployed

FortiMail FortiGuard

Secure Email Gateway & Migration

Full FortiMail implementation integrated with GCP. Discovery through go-live in 48 hours, replacing the County's legacy mail platform without disruption to inter-agency communications or constituent services.

Threat Intelligence & Email Security Services

FortiGuard integrated from day one, giving Maui enterprise-grade email security protections immediately post-migration - anti-phishing, antispam, and URL filtering active without a warmup period.

Outcomes

  • Full FortiMail deployment completed in 48 hours - discovery through go-live - restoring email platform confidence for a county government in active crisis recovery following the Lahaina wildfire.
  • GCP integration executed by AirGap Labs in-house developers, eliminating the need for a third-party cloud integrator and keeping the engagement on schedule under conditions where adding another vendor was not viable.
  • Procurement completed under NASPO ValuePoint, enabling compliant acquisition at emergency speed without a competitive bid process - fully aligned with Hawaii public purchasing requirements.
  • County of Maui retained on Fortinet platform - AirGap Labs' technical delivery quality prevented a defection to FireEye that would have disrupted Maui's security architecture and the Fortinet partner relationship.
  • FortiGuard threat intelligence active from day one, giving Maui enterprise-grade email security protections immediately post-migration with no gap between go-live and full protection.

Partner Perspective

The County of Maui was dealing with the aftermath of one of the worst natural disasters in American history. Their need was not a feature set or a price point. It was certainty: that their email infrastructure would work, that it would be secure, and that someone with the right expertise was accountable for making it happen. The 48-hour delivery is the headline, but the more important outcome is the platform retention. A county government that was actively considering leaving Fortinet chose to stay - because of what they experienced in those 48 hours. That kind of trust is built in moments of genuine pressure, not in sales cycles.
