The Challenge

In August 2023, the Lahaina wildfire became the deadliest American wildfire in over a century, killing more than 100 people and devastating the historic town of Lahaina. Among the operational impacts was the loss of the County's mail platform expert - a key person whose departure left Maui without the internal expertise to manage, maintain, or migrate their existing email infrastructure. This was not a planned technology transition. It was an unplanned crisis created by a disaster that had already stretched county resources to their limits.

The County had begun evaluating alternatives to their Fortinet environment, with FireEye emerging as a potential replacement. This created a second parallel challenge: AirGap Labs needed to execute an emergency migration under severe time pressure while simultaneously demonstrating Fortinet's capabilities convincingly enough to retain Maui on the platform entirely.

Public agency procurement requirements do not pause for emergencies. Any engagement needed to be structured within a compliant purchasing framework - without the months that a competitive bid process would normally require.

The AirGap Labs Response

NASPO - compliant procurement at emergency speed. AirGap Labs structured the engagement under the NASPO ValuePoint cooperative purchasing contract, allowing the County to acquire FortiMail and the associated professional services without going to competitive bid. Without a compliant procurement path, nothing else could move. NASPO gave Maui the legal framework to act immediately while remaining fully compliant with Hawaii public purchasing requirements.

48-hour end-to-end delivery. AirGap Labs' in-house developers executed the full engagement - discovery, design, implementation, GCP integration, and testing - in a 48-hour turnaround. This was a complete FortiMail implementation integrated with Maui's existing Google Cloud Platform environment, designed to handle the full scope of county government email requirements. The 48-hour timeline was not the original plan; it was the only acceptable timeline given the County's situation.

GCP environment integration - in-house, no third parties. The County's infrastructure ran on Google Cloud Platform, requiring direct FortiMail integration with GCP.
